- Not more than 6 months old
- Sharp focus and clear; no cropping from larger pictures; not edited in software such as Photoshop
- Close-up of full head and shoulders; only the applicant, no other objects or people
- Facing forward, looking straight at camera, neutral expression, mouth closed
- Nothing covering the face; clear contrast to background; no red eye; no shadows
